TLC Vehicle Safety Technology (VST) Pilot Program
As part of the Vision Zero Action Plan, the New York City Taxi and Limousine Commission (TLC) started a pilot program to test and evaluate Vehicle Safety Technologies used to track and promote safe driving in TLC-licensed vehicles. DataTrack247 was an active participant in the TLC VST Pilot Program.
In support of the Vision Zero Action Plan, DataTrack247 offers driver behavior technology that records speed, location, braking, acceleration and lateral movement of a vehicle over time — together with GPS tracking, telemetry and two-way communication systems designed for the highest standards of safety, control and delivery.

Our pilot activities
The DataTrack247 VST pilot kicked off with 10 vehicles in the Bronx. During the first full month, drivers did not receive alerts about violations of G-force thresholds and related improper driving behavior; this established a baseline so behavior could be evaluated, and drivers then properly educated. At the TLC's request, the number of vehicles was increased to over 350.
Three key elements to improve driver behavior
- Notification to both the driver and responsible management
- Education — advising drivers on a routine basis of their improvement
- Enforcement — management advising drivers of the need to improve their performance or be removed from driving
Calibration factors
DataTrack247 emphasized evaluating the factors that explain how and which drivers cause violations:
- Different G-force settings for different vehicle types — an SUV's weight behaves differently from a sedan's
- Independent owner/operator vehicles
- Lease vehicle operators
- Rental operators
- Day and night shift operators
- Double-shifted vehicles
- Weather, day of the week and holidays

What the industry told us
